Studies show that sexual harassment on buses and trains, and at bus stops and train stations is a common experience for many transit passengers, especially among young women and other vulnerable populations including people of color, people with disabilities, LGBTQ+, seniors and adolescents. Most victims and bystanders do not report these crimes, and many transit agencies do not ask passengers about them. However, sexual harassment reduces essential mobility for some community members, and creates fear and discomfort when using transit for at least half of all transit riders. Surveys report that from one quarter to one third of riders consider sexual harassment to be a significant problem and that sexual harassment prevents them from using transit more often.

Sexual harassment offenses fall into three categories: verbal, non-verbal, and physical. Verbal offenses include sexual comments, kissing noises, whistling, or even being asked to have sex. Non-verbal harassment includes indecent exposure, being shown pornographic images, and stalking. Physical harassment includes groping a person’s body or playing with her hair, unwanted kissing, as well as the most serious crimes of sexual assault and rape. Advocates say our Transportation Department needs to collect more data on harassment, analyze public spaces for potential safety improvements, and possibly include real-time harassment information alongside bus arrival times.

  • I oppose reforming current sexual harassment and assault policy and wish to donate resources to the campaign committee of Speaker Mike Johnson (LA).
  • I support helping prevent sexual assaults and sexual harassment on airplanes, buses, passenger vessels, commuter and intercity passenger railroads, taxis and ridesharing vehicles by: 1.) Requiring passenger airlines and vessels, buses, commuter and intercity passenger railroads, and transportation network companies (e.g., Uber or Lyft) to establish formal policies, training, and reporting structures regarding sexual assault and harassment. 2.) Setting forth civil penalties for individuals who physically assault or sexually assault or threaten to assault transportation personnel. 3.) Directing the Department of Transportation to collect information on the number of sexual assault and harassment incidents reported by the carriers and make such information publicly available. 4.) Expanding the reporting process for individuals involved in transportation sexual assault or harassment incidents by allowing such individuals to report allegations to law enforcement in a manner that protects their privacy and confidentiality. 5.) Assessing the accuracy of the reporting of transportation sexual assault or harassment incidents by the carriers. 6.) Requires DOT to develop and publish a definition of sexual harassment. And wish to donate resources to the campaign committee of Rep. Peter DeFazio (OR and/or to an advocate group currently working with this issue.

Peter DeFazio (OR) will be unconditionally awarded the funds pledged to this issue along with a letter requesting him to favorably consider either reintroducing H.R.5706 - Stop Sexual Assault and Harassment in Transportation Act (117th Congress 2021-2022), or a similar version thereof.

    If elected as a trustee, Rape, Abuse & Incest National Network will be awarded the funds pledged to this issue along with a letter requesting these funds be used to expand its efforts to work and advocate for reducing the incidence of sexual assault and harassment in the transportation industry.

RAINN also carries out programs to prevent sexual violence, help survivors, and ensure that perpetrators are brought to justice.
